Where the law stands in October 2026
The Online Casino Gambling Act 2026 came into force on 1 May 2026. Key points from the DIA and the legislation:
- Up to 15 licences will be allocated through a DIA process: expressions of interest ran in July–August 2026, an auction in September 2026, and applications open from October 2026.
- From 1 December 2026, unlicensed operators must stop offering online casino gambling to New Zealand customers.
- The regime won’t be fully operational until 2027, according to the DIA.

What the casino does better
Natural breaks. A trip to SkyCity has a start and an end. You have to travel there, show ID and eventually go home, which builds pauses into the experience. Online play has none of that friction.
Face-to-face oversight. Staff on the floor and the SkyCare Breaks programme add a human layer. That oversight isn’t perfect: in July 2024 SkyCity agreed to a five-day closure after DIA found host responsibility failures. But it exists.

What online play offers
Convenience. No travel or dress code. That convenience is also the main risk: it’s easy to play longer and more often than intended.
Built-in limit tools. Under the new regime, licensed operators must offer spending limits, can’t offer autoplay and can’t accept credit cards or buy-now-pay-later. Those are meaningful protections, but only at licensed operators.
A younger age limit. Licensed online casino gambling is 18+, compared with 20+ at SkyCity.
The same maths either way
